As our area grows, we must address the rising costs of providing essential utility services. We will be increasing the Municipal Utility District #4 water and sewer rate to ensure reliability and sustainability.
The costs of labor and materials for daily operations are increasing, alongside stricter government regulations. Being proactive to ensure our reliability, we’ve replaced outdated diesel generators at our pumping and lift stations, as well as the wastewater treatment plant with clean burning natural gas which is readily available during times of blackout. We are also expanding our wastewater treatment facility to meet the demands of our community. We have also established backup wells and transmission lines.
Importantly, our sewer rates, which include trash collection, have not increased since 2008. Even with the proposed adjustments, our rates will remain lower than most of the surrounding Municipal Utility Districts, ensuring affordability for residents.
Additionally, we are committed to preventative maintenance through our ongoing five-year program, which will minimize future repair costs and extend infrastructure life.

ONLY Garbage and Trash generated by the person{s) residing in the residence will be picked up. No garbage or trash generated by a contractor and/or sub-contractor will be picked up. No trash or garbage generated elsewhere and moved to the residence will be picked up.
Illegal waste that will not be picked up is defined as: combustible items (gasoline, motor oil, paint, etc), any item containing CFC refrigerants (refrigerators, freezers, A/C units, etc.) pesticides, herbicides and any material deemed to be hazardous or toxic by the EPA or other regulatory agencies.
Garbage will be picked up on Monday and Friday, except Holidays (Christmas Eve and Christmas, New Year’s Eve and New Year’s Day, Thanksgiving Day, July 4th, Labor Day, and Memorial Day). If a holiday falls on Monday, garbage will be picked up the next day, if holiday falls on Friday, it will be picked up on the next Monday.
A limit of 4 cans and/or bags not to exceed 40 gallon capacity and 40 lbs in weight, or cardboard boxes not to exceed 30 gallon capacity MUST be placed curbside (or in visible place) before 8:00 AM, but not before 7:00 PM the night before.

Heavy Trash Day is the 2nd Saturday of each month. All trash must be placed curbside before 8:00 AM, on Trash Day, but not before 7:00 PM the night before.
Each residence is allowed a maximum of 3 cubic yards (equivalent to a container 9 ft. long by 3 ft. wide by 3 ft. high) each Heavy Trash Day. Allowable Heavy Trash is defined as:

Enforcement and Notices: A “door hanger” or sticker will be placed as notice of a violation and violating waste will be left. It must be disposed of lawfully by the resident at their expense. In case of persistent violations, collections may be suspended to that residence.
Standard collection days are Mondays and Fridays.
Acceptable trash for curbside collection includes household items, grass clippings, leaves, branches and tree trimmings. A residence is limited to a maximum combination of 4 containers, bags/cans/bundles on each collection day. Please be sure your garbage is set out at the curb or in the drive way by 8:00AM on the collection days.
If a holiday falls on the scheduled day, there will be no collections on that day. The next collection will be on the next regularly scheduled collection day. The following holidays are recognized by Bailey Garbage Service: New Years Eve and Day, Memorial Day, Independence Day, Labor Day, Christmas Eve and Day.

For purposes of this communication, an “extreme weather emergency” is defined as a period beginning when the previous day’s highest temperature in an area did not exceed 28 degrees Fahrenheit and the temperature is predicted to remain at or below that level for the next 24 hours according to the nearest National Weather Service reports for that area. An extreme weather emergency is over on the second business day the temperature exceeds 28 degrees Fahrenheit.
